This is an unfortunate sign of age in the library - laptop computers and other portable devices weren't nearly so prevalent when the library was built in 1990  as they are today; the configuration of outlets in the library is a reflection of that time.

Since needs have changed, we - along with Facilities - are investigating options to provide easier access to outlets throughout the library, but that will certainly take some time. At the moment, I can only recommend you try one of the quiet study rooms on the 1st and 3rr floors, which have many outlets and often have many seating options available.
